So, harassing a marine mammal is against the law and normally I'd say something to this kid. BUT....
The California Sea Lion was on a dog friendly beach in Santa Cruz AND if the kid got a nip, he might learn something. He actually did this guy (and probably dog owners) a favor by flushing this guy into the water.
